One location has detailed reviews. Another has generic praise.
One market mentions:

- neighborhood
- outcome
Another mostly says:
- great service
- highly recommend
That gap matters because the answer layer can reuse one much more easily than the other. A central team may think the review program is healthy because the average volume is fine. The actual problem is that the usable proof is not evenly distributed.
2. Local pages are not equally strong
One city or service-area page may explain:
- what the team does
- where they operate
- how fast they respond
- what buyers should expect
Another location may only have a thin template page with the city name swapped in.
That difference does not always break the local pack first.
It often breaks the answer layer first.
3. Service-area coverage is too vague
This gets especially messy for regional and franchise models.
If every location page says some version of "we serve the greater area," that is rarely enough when the system is trying to match the business to a very specific local need.

Then I would ask:
- which markets matter most for revenue?
- which markets have thin review detail?
- which markets have weak local pages?
- which markets are losing to directories or aggregators?
That gives you a better working order than trying to "optimize local visibility" everywhere at once. The point is not to spread effort evenly. The point is to put pressure where the evidence and revenue risk are highest.

What this means for franchises and regional operators
If you manage a franchise or regional network, the brand standard is not enough by itself.
The local evidence layer still matters.
That means you need a clearer system for:
- review quality
- page quality
- local proof
- market-by-market visibility checks
Otherwise the strongest locations hide the weakest ones until the gap becomes expensive. That is the real operating risk. You do not lose the whole network at once. You lose a handful of important markets quietly, then realize the average was hiding them.
